Medals / Participants Ratio : One hit wonders VS steady performers

Let's look specifically at the Winter Games, since they attract fewer participants and countries overall. First of all, we can see a general trend of more athletes being sent to compete in the Olympics overall, across all countries.
Still, does that mean that all of them are winning more medals? That depends on the country!

We distinguish two types of countries:

• those who have a steady presence at the games, sending a significant number of athletes each year. Their success varies somewhat, but they're keeping it steady!
• those who send few competitors at the Olympics, so their success rate occasionally spikes at 100% or more (when there are multiple medals per competitor for example). Still, their general trend is more of a miss on the long run...
